Welp, going by what me and my trusty japanese skills (And google translate for the kanji) have figured out, it seems the blown kiss inflicts fascination onto the player, causing your moves to be canceled, similar to paralysis. The second, direct kiss inflicts ecstacy onto the player.

I think this video may be posted about already but this fight is in Boko's GBH project.

The move is called Lust Charm which just causes the player to harm himself if he attempts to attack her, and the direct kiss lowers your levels in game while it just serves as a drain in the video.
