The sheep was simply put, incredibly huggable. Once Salos willingly cuddled up to her, he realized just how soft her wool truly was. It wasn't something one could feel by force, even if it was still soft when forcefully pressed, hugging her was just another experience... It's also possible that he was so sleepy every form of warm contact felt nicer.

Salos tried to summon what was left of his will to escape. All he could think about was being dressed in another wool dress and being a good daughter to the sheep girl. He needed to get away before his will was gone.

His arms couldn't even reach to push her, before more liquid filled his mouth, filling him with delightful relaxation and pleasure, washing away all his thoughts of resistance. Not only that, but the soporific milk had fully relaxed his body, making unable to stop her gentle pampering.

“I would have to leave eventually, but maybe I could spend a week as your daughter?” he suggests sleepily.

She gives him a genuine warm smile, bringing him up to her breasts again. "...That would be lovely, plushie... I'll treat you nice... Spoiling you every day... Reeeest..."

Salos cuddled against “her” new mommy and dreamed about bonding with her.

Soon, his dreams became reality as the sheep took him home. Salos spent the next week being absolutely doted on, cuddled, and loved by the sheep girl. A few of the days he spent with her were wasted in her arms, the two of them just spending the entire day cuddling in a half-sleep, but whenever he was awake, it still felt like a wonderful dream.
(I think Salos has never been defeated that badly. Didn't land as much as a single hit, being weak to motherly stuff is really, really dangerous against this specific enemy.)
