Rollatia, the Gilded City

Introduction

Rollatia is a large, bustling city that's a hotspot for adventurers and traders looking to make some money or find new quests. Littered with colorful businesses and people and midara, you could spend weeks here and still be occupied. However, the city hides a sinister underbelly. Wherever there is wealth and abundance, there are criminals and corruption looking to take advantage of it. Adventurers must be wary, or else this greedy place will take them for all that they're worth.

Objective

Each adventurer visiting Rollatia will have their own quest to complete, one that will involve one or more of the city's powerful figures, who control the city. As they get this done, they will have their willpower and their wallet beset by Rollatia. They will need to navigate carefully or end up impoverished and molested, and will need to work harder the more they're set back.

Rules

Each adventurer begins with 30 Willpower and 100 Gold. They will constantly be making Progress rolls to further their objective, and after a certain number of Progress successes they will reach the next Contact. Each Contact will lead to the next Contact for a price, until the adventurer reaches the powerful figure associated with their objective. What happens next is up to their resolve....

As they gain Progress, they will also randomly find Encounters. They most often intend to drain the adventurer's Willpower and Gold, but they can offer other effects or opportunities, such as the chance to purchase helpful items instead of being robbed. Outright fights are uncommon, but the midara of the town don't mind a little teasing.

If the adventurer's Willpower hits 0, they will be helpless for the midara, usually be relieved of some of their money, and be more susceptible to the whims of their objective powerful figure. If the adventurer's Gold hits 0, they will need to collect more money, as nothing comes free in Rollatia, not even the help of Contacts. The most effective ways to gain Gold without investing some of your own may prove to be taxing on one's Willpower.

Powerful Figures

These women control Rollatia, and have more power and money at their fingertips than most would know what to do with. They may be entertained by the adventurers, but they are never reliant on them. All of them are entwined with each other, generally at truce with each other instead of actively at competition.

The Queenpin

Maylene. The irreverent leader of organized crime in Rollatia. Her and her gang of midara keep other criminals off the streets, but otherwise they're a drain on the money (and orgasm) of the city's honest folk. She is always willing to cut a deal, especially if it lets her sate her sexual desires. She already cuts deals with each of the other powerful figures. She knows the Commissioner hates her, and actively tries to annoy and tease her back to make it even worse, like a jerk older sister.

The Mayor

Bethany. She is credited with Rollatia's success, her lawmaking helping it become as prosperous as it is, or at least so the rumors say. Very little is known of her concretely, she hasn't been public at all since Rollatia began to become incredibly wealthy. However, there's no question that she can pull strings aplenty.

The Police Commisioner

Jessica, or 'Jessie' according to Maylene. The top cop, and easily the least corrupt of the powerful figures. The mayor leaves law enforcement in her hands and she takes it very seriously. She hates the Queenpin's gang, but they are invaluable in keeping violent crime suppressed in Rollatia's darker corners, so they tolerate each other for now. Besides from that, she's by the book and deadset in making Rollatia a safer and more fair city. She is the least likely to be unfair or untoward with the adventurer.

The Merchant Queen

Anna. If the Queenpin runs the illegitimate markets, the Merchant Queen possesses influence over all of the legitimate businesses, even if it's nothing more than indirectly profiting off of their revenue. She is always looking to make her profits greater, and actively seeks deals with the other powerful figures and adventurers for this end. The Police Commissioner doesn't like her bribes, but the Merchant Queen and the Queenpin get along like two peas in a pod.

Encounters

Professional Gossiper: The adventurer finds an incredibly talkative and nosy lady who asks them a barrage of questions. She tries to get them to spill their weaknesses, so she can leak it to local midara and make money off of it. (The player can willingly share a weakness right away and she will pay them some Gold for each weakness. If they try to walk away without sharing, they must roll with disadvantage to do so. If they fail the roll, they share a weakness anyway. Once a weakness is shared, encountered temptresses have a chance of knowing that weakness for the rest of their stay in Rollatia.)

Celebrity Appearance: Receive an offer to retrieve the autograph of a nearby and stunningly attractive woman for one of her admiring fans. You will be compensated for your trouble, but it may be trickier than it would initially seem. (Gain Gold upon completion of the task, but risk being seduced by the celebrity, who Auto Succeeds with a chance to Stun on her indirect attacks.)

Winner take all!: Stumble upon an organized fight and be invited to place a bet on the winner. May fortune favor the bold! (Wager up to 20 Gold. Get triple your bet back if you win. Lose your bet and some of your Willpower if you lose. If you refuse to bet, you lose Willpower as you watch the fight unfold.)

Soothsayers (and etc): A rare chance to restore one's Willpower. The method by which it happens can vary, but the result is often similar. (Pay 10 Gold to restore 5 Willpower and gain a random buff until the next day.)

Mugging: Where there's money, there's people looking to steal some for themselves. Pay up, or get ready to throw down. Be warned, those who resist and fail aren't let off easy.(Pay Gold, or fight against a lesser midara. If you lose the fight, lose 50 Gold instead of the usual amount.)

Prostitution, obviously: A simple reality in the streets of Rollatia. Midara will openly tempt men into having sex with them for money. As much as it's frowned upon even by some midara, it's far from a crime. (The midara will make indirect basic attacks against the player until they accept or refuse her offer.)

Insider Info: A strange person claims to know all that happened inside Rollatia. They will share info that might prove useful, for a price. There's an off chance that it's not legit. (Pay Gold to gain Progress instantly. Make a roll at Disadvantage, if it succeeds, the Info yields no Progress and instead lures the player into a fight with a stronger Midara.)

Sudden Sponsorship: Get the chance to advertise a brand new and wacky product. You'll get paid up front, if you're willing to use the product and share how great it is for a while. (Gain Gold. The product incurs a random debuff on the player until the next day.)

Street Performance: Many aspiring talents show off their skills on the streets of Rollatia. It feels rude to admire them without leaving them a tip. (Become Fascinated by the performance, and lose 1 Willpower per turn if the performance is on the sexual side. Once the Fascination is broken, pay Gold based on how long the Fascination lasted)

Vigilante: A strange Vigilante wanders Rollatia and means to keep the peace herself. She is tougher than the average midara of the city, but she has no interest in the player's money. (After getting into a fight on the streets, subsequent encounters may be the Vigilante. If you don't consent to her demands, expect to fight her, too. Don't lose any money if you lose to the Vigilante. Can only be encountered once unless sought out.)

Impulse Buying: For some reason or another, find yourself in a merchant's small shop. You're not obligated to buy anything, but it's not good manners to window shop in Rollatia's smaller stores. (Just like the Shopping! Opportunity, except the roll for the shopkeeper to be seductive rolls at Advantage.)

When in Rollatia: Adventurers stumble upon one of the many adult facilities of Rollatia. The place is famed for them, so it couldn't hurt to give one a try, right? (Similar to Have some fun!, but as a forced Encounter)

Opportunities

The player always has immediate access to these facilities to manage their resources (or indulge themselves)

Shopping!: Money can be exchanged for goods and services. Who knew? Each store has different wares on offer, and the shopkeep can make as much of a difference as the merchandise. (Look over some random items and purchase as many as you like. They have various effects and pricetags. Roll for the shopkeeper to be seductive, if it succeeds, take Willpower damage the longer you spend shopping. Roll for the shopkeeper to be generous, if it succeeds, everything is a bargain!)

A makeshift Arena: Quick and easy money for fighters in Rollatia, prize fighting! You get paid even if you win or lose, but the midara you'll be facing don't plan on going easy on you. (Participate in 3 fights against midara of more average strength. Gain 50 Gold once the fights are over, plus another 15 per fight won. If a fight is lost, restore to only 10 Willpower after the fight ends. Lose no Gold for losing any fights. Gain 1 penalty against the Powerful Figure for losing any fights. If you lose all 3, gain 2 penalties against the Powerful Figure.)

The Oldest Profession: Another way to make easy money in Rollatia is to sell yourself. There are several establishments where adventurers can go to temporarily be an escort for a needy midara. As one would expect, they will be thoroughly teased and compensated. (Gain 70 Gold. Roll 1-5 for the kind of customer they receive, and lose 6 Willpower times the number rolled. If the city knows their weaknesses, roll twice and take the highest number)

Food and Board: Fair prices, warm food, and soft beds. If Rollatia wasn't supported by so many welcoming taverns, it surely would be nowhere near as successful. (Only usable at night. Pay 10 Gold, restore 10 Willpower, and advance to the next day.)

Have some fun!: Rollatia has entertainment aplenty for anyone and everyone. Why not spare some time and money to treat yourself? (The player pays for an experience (usually midara driven) that drains their Willpower. Prices and effects vary, but expect to lose more Willpower and Gold the longer you indulge. On the bright side, you can also leave with a buff.)

This is the premise, it's not ready to go yet. Need to think of the encounters and stuff. It's probably going to end up similar in 'gameplay' to the Mysterious Town, but hopefully I can make it unique with designing the encounters and objectives well.

Any ideas for encounters would be awesome, and when I run this for somebody, you can tell me a unique objective for your character to pursue. Such as getting information from the Queenpin, getting dirt on the mayor, or getting the Commissioner to release a prisoner, or anything, really.

You could add some kinda of "Vigilante" that finds people fighting the midara of the town as a enemy, similar to a batman/spiderman style of popping in suddenly if they find the player/players in the city after a fight or causing some kind of ruckus

It's a lot closer to being actually ready, just a few more encounters. I have no idea what Gold prices to put on anything, so that's what test runs are for. Ideally the player will run out of money at least once but never more than three times. I'll make another way for them to make money guaranteed alongside the last few encounters. ANY and all ideas are welcomed, appreciated, and so on.
