Description:
Harold is not so much a failure of a cop as much as a failure of the system. Stellar arrest records, immense popularity with citizens who have never met him in person and live vicariously through him, really helpful in keeping the local distillery and discotheque afloat, it all hides a deeply flawed and broken (and franky irredeemable) man. He is portly and balding, but in relatively good physical condition because of his work (and in spite of his diet of illicit substances).

A solo worker due to alienating any partner within a day, he now handles cases in the boonies because word about his antics don't spread back to civilized regions as fast, and because everybody co-operates a lot easier with investigations if they don't know Harold is a human tornado.

Weakness:
Kissing, romance and weddings. While you expect him to have a million degrading kinks, deep down Harold is forever not over the one who got away. He's afraid of dying alone, and sees the love of a woman as the only way to get his life back together.

He sees midara as jezebels, but any who can convince him otherwise will have him like putty in their hands. Anyone who makes it past his booze breath and kisses him gains points in the right direction. Should they get him in front of the altar (real or feigned), they've practically already won.

Abilities:

Billy Club-Your trusty weapon. Does 1 physical damage. Satisfaction with your own sadism restores 1 Willlpower upon a crit.

The Other Billy Club-Your other trusty weapon. Can only be used when Willpower is 1/2 of max or lower. Turn the tables on any midara, doing 1.5 lust-based damage, but take 0.5 willpower damage yourself. Boy, are you glad midara biology makes PIV easier to get off to for them.

Magic Cuffs-Bind the opponent in magic cuffs, which you do NOT reserve solely for the bedroom due to your penchant for lethal force. Binds the opponent, making them unable to take action until they do a succesful escape roll. After the third use, opponent gains advantage on these rolls as they understand how to undo the binding.

Disco Electro-Yes, you do know a bit of magic! Zaps for 1 physical or lust-based damage, depending on whether you aim at an erogenous zone or not. Can also help you cheat at slots and other machines.

Hobo's Hooch-Bottoms up! The container wasn't open, but you still took this bum's bottle of booze. Recover 1d4 Stamina/Willpower upon drinking, but gain disadvantage on attacks the next two turns. Hopefully this won't make you go blind in the long run.

Sniffer Stash-You're supposed to plant this on suspects, but you just can't help indulging yourself from time to time (all the time). Mainline this powder and you can take two actions with advantage immediately, before taking 2 Stamina/Willpower damage from what the stuff does to your body. Stay clean, kids!

Brutal Interrogation-Two physical attacks, doing 1 Stamina damage each. Only works on a bound target, otherwise it's more of a brawl. If both attacks hit, you can pry a piece of info from the target (if applicable because of story context).

Rubber Rain-Mag dump a midara, cursing that your department doesn't allow you to carry anything more lethal than these rounds after a bunch of PR disasters. Do 0.5 physical damage x 6 rolls, and take a turn reloading your weapon before you can use this action again. May aim at separate targets with each attack.

Chorus Of Vices:
The stress of your job and wild partying has NOT given you a minor form of schizophrenia. Talking to yourself is actually an indicator of intelligence!

Anyhow, this crew of terrible impulses will gladly bother you in the small hours of the night, or if you take a moment to call upon their assistance. Problem is, you never know what you get until you retreat in the dark crevices of your mind. Once per battle (or before said battle), you can make a roll to consult your chorus of vices. Roll a die and apply the below passive ability. Good to know: this also removes any mental debuffs such as charm or trance effects, as the cacophony on the inside interrupts any other frequencies.

1: Greed-25% more payout from any task that nets gold. However, must make a successful roll to escape any challenge that nets money (if a roll was already needed it is made at disadvantage).
2: Sloth-Any time you rest/are knocked unconscious and recover, start the next battle with 5 extra Willpower. Get disadvantage on escaping binds.
3: Wrath-Physical attacks do 0.5 extra damage (does not work with Rubber Rain), but if such an attack misses you take 0.5 damage (Willpower/Stamina/whatever is used).
4: Lust-Take 0.5 extra damage from all lust-based attacks, but do 0.5 extra damage with your own lust-based attacks.
5: Pride-Advantage on all attacks as long as Stamina/Willpower is above 1/2. Lose advantage and take 0.5 Willpower damage per turn if it falls below there.
6: Avarice-Can use Hobo Hooch and Sniffer Stash abilities without any negative consequences. Every 5 turns during battle, make a roll or else you are forced to use either ability.

(with apologies to Disco Elysium, any imbalances to be edited on the fly during playtesting)
